The trick is that two controllers are used; An MSB and a LSB, meaning most significant byte and least significant byte. By using two controllers, the resolution becomes 128 * 128 = 16384, so 0 - 16383. In Appendix 5 of the User's Manual LSB and MSB are mentioned for several parameters.

For the bcr, when the upper or lower limit is reached, the knobs can still be turned in the upper or lower direction and the limits will still be outputted (so when turning left it will keep outputting zero's and to the right it will keep outputting 127's). So based on this it should be easy to build a 'continuous' knob yourself in pd.
